is important yes, but "look go see" is the driving propose of
Starfleet and those ships built to look go see will always be the queens of
the fleet.

When it comes to fire power an Excelsior is not a ship you want to get into
a knife fight with.  She packs as much whup ass as ships several times her
size.  Remember the starship's power source is a small physical plant. 
That is why Defiants can kick ass.  All the fire power of a big ship, none
of the big ship.  The Excelsiors are no joke in a fight, but they cannot
our run anything.  Ergo, in G-trek they are falling back to system defense
if they are not used up.  Placed where they might be needed.  "To
attack this world you must pass me."  A threat any other ship had best
heed.

A Manta class is an awesome expression of destruction.  Built to make the
photon torpedo something to really be afraid of, she is now armed with the
quantum torpedoes, and is frighteningly deadly.  32 tubes of hot dead. 
However, the Mantas are the dark underside of the fleet.  She will never be
the queen, she will never be a glamor ship, even if hundreds are built
equipped to be humanoid friendly.  Starfleet does not like to be reminded
that they are warriors too.  No delight is taken in the weapons of war, and
the Manta is a weapon of war, and little else.
