ICQ is a Windows internet app that allows groups of people to let their peers 
know when they're online, send messages, chat, etc.  It's a sort of 
teleconference utility for the internet.  It's known by those three letters, 
which actually read as "I Seek You".
As for its ability to run under win-os/2, I'm not sure.  There's a win3.1xx 
version, but I'm not aware if it'll work under Win-OS/2.  If one can get 
Netscape/16 to run under Win-OS/2, then I'm sure that ICQ will do the same.
