No, you extended the V.32 detect period, which is not relevant to V.34.

From a standard AT&F1 init, try either S54=96 (disable 3429 symbol
rate) or S27=48 (disable V.42 detect phase).  Depending upon the cause of
the failed connects, one of those should help.
