You are confusing world war with total war. In total war, a nuclear power
would use nuclear weapons before accepting a loss. For example the
India/Pakistan thing is not total war, its limited because it's just about
a small piece of territory, but change that to one side being completely
overrun by the other (as in totally lose) and that changes how far that
side would be willing to go to not lose doesn't it?
