Your point is true only if the Dufus 1) requires everyone
of a certain age to enroll or 2) institutes mandates
concerning pre-existing medical conditions. Since it's
unlikely that he could institute a program mandating people
pay $400-500/month and his MisAdministration is on record
in opposing pre-existing condition requirements, he will be
left with a program in which the ONLY enrollees are those
who need ongoing medical care - medical care whose costs
will quickly exceed the monthly premiums. 
IOW, without mandatory enrollment or limitation of
pre-existing conditions, this program will simply
accelerate the bankruptcy of Medicare.
