Unfortunately, many people feel more comfortable with government
regulations, it relieves them of any responsiblity.
Divers must be responsible for themselves, no one else can watch you.
Diving is one of the few instances in life where if you make a mistake,
you pay the price yourself, you may even take a buddy to death with you.
How does one regulate responsiblity...I do not think it is possible.
