Use one 10 gallon aquarium with a heating pad under it. I always put about 
1/4 
inch of newspaper padding between the heating pad and the acquarium. I put 
the 
same amount of paper inside, on the bottom. Then, I put the chicks into 
containers...usually plastic baskets...which are lined with newspaper, then 
paper towels on top. The paper in the basket is changed everytime the chicks 
are fed. I cover the top with a piece of cardboard which can be moved 
according to how much air that you want to enter.

Using food material is not too good, in my opinion. Mainly because bacteria 
starts forming as soon as it gets wet.
I have been using aquariums for 13 years with everything from lovebirds to 
cockatoos and have not had any problem. The cost is minimal and there are no 
complicated parts to clean.
