I believe the name of the program is "ICQ" and nothing further.  (It is
supposed to rhyme with "I seek you" or something.)  It is a form of direct
client-to-client communication with another individual on the Internet, I
believe.
At one time, someone asked me to get a copy of it, but I found that it is
not available for OS/2, and I don't run WinOS2 here.  When I wrote the
people that distribute the program, (Mirabilis?) they said there was no
version for OS/2 currently planned, so I dropped further pursuit.
