I bet you have a Telecom T200 phone plugged in at your house? This is what is causing your problem with the 15-20mins garbage/disconnection problem. Remove the phone and see if the problem disappears. I bet it does. If it does take the phone to your local Telecom Business office and ask to exchange it for a later modem T200 phone that doesn't cause problems with modems. This only applies if you are renting the phone though.
