Well, any Scout moving into the BSA from another country may not be
automatically awarded the Eagle by transferring requirements. However,
they can start off as a Life Scout and work out a special contract with
National to earn their Eagle.
Canadian leaders should be able to do the same thing.. a Scouter
before '68 accepted an Eagle as a First Class Scout in our system back
then.
Umm.. back on topic, I'd say that any Canadian Scout who earns the CS
Award should be able to equate it to at least First Class, (some Gold
Campcraft requirements are on the First Class), and probably Star and
Life as well. Probably not Eagle, though.
Our Scout programme is designed for the needs of youth 11-14; theirs
is designed for 11-18. I'd have to say that the Queen's Venturer
Award, as our highest youth award for under 18, would be equivalent
(more or less) to the Eagle. I haven't read what Mike posted yet..
The Queen's Venturer Award is much like the old Queen's Scout grade
(pre '68). I think there's even the same cloth badge.. and Queen's
Scout was quite similar to Eagle, requirement-wise.
BTW, there used to be a Chief Scout's Award project under the old
requirements, but not today. On the other hand, World Conservation
wasn't part of it.
