Sounds very much like a flow control problem.  Make sure your modem and your 
comm program are both configured for software (RTS/CTS) flow control.
You can generally receive data with no flow control enabled (because the PC 
is so much faster than the modem, the PC never has to tell the modem to 
"wait!") but when sending data you will quickly overflow the modem buffer if 
you don't use flow control properly.
