Not sure about vista/7, but in XP it should be this:

Edit
C:\windows\system32\config.nt
put in
device=c:\windows\system32\ansi.sys

I never tried it, but it came off of a microsoft site.
If you have 7 pro or ultimate, you can download and install XP mode and the 
above should work.
