I don't believe that it will work under WIN-OS2, as the Win3.x version of ICQ 
requires not just Win32s v.1.30d, but a PATCHED version of Win32s.  However, 
Mirabilis is saying that a Java version of ICQ is coming Real Soon Now (tm).  
We'll see when it comes out if it is written under "pure" Java, or under 
Microsoft's version of Java.  The best thing to do is to give Mirabilis 
feedback, telling them that we want a Java version that will run on all 
platforms, though whether they actually listen to such feedback is 
questionable, as witnessed by the lack of response to Linux users who keep 
asking for even a non-Java port.
