All retail stores that have pharmacies in it have to employ Pharmacists that
are university graduates.  You can't walk in and get what you want without a
script for it.

However because people will DIE without insulin all pharmacies must keep
insulin behind the counter but you do not need scripts for the basic insulins. 
And there are only three manufacturers of insulins in the world and they
dominate the market setting the prices what they want in America.  

The ACA has really milked diabetics for all they can get from them.  You can
almost bet when you go to the doctor for ANYTHING they are going to run the
complete diabetic panel of blood labs on you.  It's an industry now.
