Not sure.  When I spoke to Mr. Sifford at Carnahans' office, he told me he 
"didn't know" how many states had agreed to participate yet.  Also, he said 
he "didn't know" when the conference was actually scheduled to take place.  
This is all information that he, as a spokesman for steering committee member 
Carnahan WOULD KNOW about.  I think he was just being vague with me because 
not too many people ask him about the COS.  Also, he put me on hold for about 
30 seconds after he found out I was with the Sentry News Service (our 
agency).  Recording me?  Who knows.  I'm going to check again in a couple 
days, because our state, as well as many others, end their legislative 
session within a week.  If they're going to get it done this year, they'll 
either have to stay late, or pass it in a hurry, as you already know.
