I didn't read Friedman's column, but I expect you are correct.

It is trivial.  All W has to do is include SUVs in manufacturers' CAFE
standards, and voila', problem solved.  Why do you think he refuses to
consider such an action?

I loved the Beetle, and their box van and pickup counterparts, but their
air-cooled engines were only good for about 80k miles between overhauls
here in the Deep South.  Fortunately those engines were fairly for shade
tree mechanics to rebuild.
