A quick fix for your problem with Tex's Couder mask is to edit the
postscript file directly to move the printing away from the edge of the
page. Open couder.ps with a text editor, and near the end of the file,
before the line that says "12.5 mirror" (where 12.5 is the
physical diameter of the mask you asked for), insert the following: "0
18 translate" (without the quotes). This will shift the whole mask
outline up by 1/4 inch. This should work for any mask size up to about
20", if you use letter size paper. You can move it farther if
necessary by increasing 18 to whatever works for you.

As an example, here are the last 9 lines from a five-zone 12.5" mask I
made using Tex and then edited as described above:

inches
0 18 translate
12.5 mirror
1.08 2.9309 zone
2.9309 4.00174 zone
4.00174 4.84125 zone
4.84125 5.5553 zone
5.5553 6.1875 zone
