You weren't talking about synthesizing from scratch, you were talking about
"cracking coal and/or processing oil shale and tar sands", which
are, essentially, refining processes.  All the big oil companies have the
resources to do this kind of stuff.

Whether they will or not, I don't know, but I expect that they will be
forced to do so to survive.  That wasn't your contention, however, you
claimed that they would be unable to do it.  That's simply incorrect.
