I don't think it matters. BinkleyTerm/DOS has good timeslicing under
Windows, so there's virtually no CPU load.

I highly recommend running your BBS in VMware.

I run my BBS on Windows NT 4.0 in VMware on WindowsXP. I got full
networking for my BBS eg. telnet, and can add virtual IDE/SCSI disks,
CDROMs and FDDs to my BBS etc and benefit from the speed of a QuadCore host
hardware; which means nighly BBS maintenance in 30 secs and tossing 3000
messages in 5 seconds. 

You can run your BBS in MS-DOS 6.22 (or whatever) in VMware on Linux or Windows etc.
