    With the continuing debts being incurred annually by Social
Security and other "off budget" federal programs, the prospect of
actually having a balanced budget, despite the assumption we will
have one 23 months from now IF the ecconomy holds, tobacco compaines
pour billions into the federal government, and, of course, no
unexpectied expenses come up while Congress is not tempted by the
prospect money to be available for spending and go off on yet another
spending frenzy.  Clinton alone proposed 24 new spending initiatives
just in his State of the Union speech and many received support from
