Israel never used "heavy handed tactics" against the PLO.

The Germans used "heavy handed tactics" during WWII.  The
Japanese used "heavy handed tactics" during WWII.  And for the
most part those tactics were successful.  The cities/towns on the receiving
end were suppressed.

In relative terms Israel treated the PLO with kid gloves.
