That was the 16550s. The early Startech 16550 had some weird FIFOing bug
which made it incompatible with the NS16550AFN, then "the" chip.
Was fixed in late '94 from memory. The 16650 has no product equivalent that
I know of from NS et al, though I could be wrong there as I don't follow
those particular semiconductors.

Nope, unless the driver/program allows you to specify Rx/Tx FIFO trigger
levels and has no range checking on the numbers you give it.
