What's with this notion that giving some assistance requires air anyway?
Iraq had trucks and roads.  The NVA/VC never needed air support to
infiltrate all sorts of stuff into South Vietnam, why is Saddam suddenly
subject to this requirement?  Inquiring minds want to know.
