You think the Kurds would see advantage from harboring Zarqawi and resist a
Saddam effort to clean Zarqawi out? I can't see that at all. With the
Turks already nervous and jerky, aligning yourself with a terrorist like
Zarqawi would just make the Turks even more nervous I should think.
This is a situation where both Kurd and Saddam would gain from having Zarqawi gone.

We had essentially zero resources on the ground in Iraq - this is one of
the reasons why out intel was faulty. If Saddam had anything over zero he
had more than we did. All those mass graves didn't fill themselves, so its
apparent Saddam had > 0 available.
