yes, the MEMORIES echo is moderated by a non-sysop... there never has been a
requirement for moderators to be sysops... only that they have access to
netmail...

then also remember that some of us provide an update service for moderators
wherein we send their updates from our systems with our bots... there never was
a requirement that the updates or even registrations came from the moderator or
a comoderator...
