Richard,

Here is a web page that suggests using methylene chloride for welding
polycarbonate to itself:

Another solvent reported to soften polycarbonate is cyclohexanone. By
inference, MEK should also work to soften it.  Such treatments may change
the properties of the material--it might make it brittle.
