 The original "Great Society" was a jobs based program. Welfare
 was a last resort, with the government at the employer of last
 resort rather than welfare. Conservatives shot that down.

 I do believe there has been more development of welfare under
 Republicans than democrats post WW2. There is a strong tendency
 for there to be higher numbers on welfare under Republicans.
