Which nodelist compiler are you running?  YOur cost tracking stuff depends
on what you do with the nodelist, i.e. note
all the CAnadian area codes and set up the cost per minute
in your control file for your nodelist compiler, at least
that's the way it works with xlaxnode and bt.  SAme with
tbbsnc which is the tbbs version of xlaxnode.
