You don't understand, you can't get rid of nukes without the return of
world wars. If you have nukes, you have no world wars or everyone dies, if
you don't have nukes then world wars return because it becomes possible to
win. If you have limited nukes (say 20 like you mentioned) then you don't
have enough to assure that everyone dies so you may have world wars again.
