You seem to be joking but I don't see India and Pakistan going whole hog at
each other..

The problem with everyone having nukes is that as some less stable states
fall, there is a huge chance of them selling nukes to anyone with money,
that would be bad because there is no accountability (you can't strike back
with nukes) for their use if owned by a non-state. MAD doesn't apply unless
they are state owned/controlled. That's where the fear of the spread of
nukes originates.
