POMS Test Proposal: WFII backup parallel archive proposal

This is a POMS test proposal designed to simulate scientific plans.

FLIGHT OPERATIONS SUMMARY:

Significant Spacecraft Anomalies: (The following are preliminary
reports of potential non-nominal performance that will be
investigated.)

HSTAR 9016: GS Acquisition (3,1,3) {at} 121/19:15:18Z ended in FL
            backup (1,0,1) on FGS 1 due to SSLE on FGS 3.  Prior FHST
            FM Update (U2,2FM) {at} 121/19:12:08Z had low attitude
            errors of 0.289, -1.537, and -4.567 arcsec.  Following
            FHST Map {at} 121/19:23:09Z had errors of 0.588, -4.756, and
            3.434 arcsec.
            Under investigation.

HSTAR 9017: GS Acquisition (2,3,3) achieved FL on both FGSs {at}
            117/13:58:26Z.  At 113/14:00:03Z, FGS 2 went into SSM
            control and a LOL recovery began.  Recovery was
            successful and no further LOLs were seen up to the
            113/14:47Z PCPTERM.  Anomaly found as a result of OTA
            SE reconciliation of PTAS processing errors against
            existing HSTARs. Under investigation.
