The various municipalities, sometimes the departments, which can be
separate taxing authorities. Usually the heavy equipment - fire trucks,
ambulances - is secondhand castoffs from big city departments.

As far as I know they aren't reimbursed, although their employers MAY
continue their pay while they're off responding to a call.

Workmens' comp insurance, paid for by the department/municipality, same
as in big cities.
