Not completely true. They feel that their gov is powerless in the world.
Can/has the Saudi gov done anything about Palestine? Could they stand up to
the complete US support for Israel or do they (even as an absolutist
monarchy) give in & accept that as a given in return for a "quiet
life"
& gold encrusted palaces.
