Duh... because they weren't using the satellites to search? Note that I
didn't say they were using them, just that the technology was available if
they needed to use it. Maybe it's the standard PI problem - you can search
large areas for large objects, or small areas for small objects. The
satellites concerned aren't parked over Iraq, you only get a few minoutes
per day at best. If they are using them they'll be picking their targets
carefully, not randomly clicking around hoping to spot something in
thousands of square miles of desert.
