We have a long history of going "the terrorist leader XYZ"
followed by "President/Prime Minister XYZ".

Kenyatta, Mandela, Begin, Shamir, Mugabe, Nujoma, Washington etc.etc.etc.

Also if a terrorist aims to spread terror & instead simply spreads
annoyance & some grief is he an "annoyancist"?
"Griefist"?

Noone was particularly terrorised & most were just pissed off at having
their day f*cked up.
