Never ... but what you're describing is because the Dutch still are fearful of
a German invasion ... they just want the Germans not to drive as fast as they
did in 1940. [this is supposed to sound as a joke]
The past 12 months I drove from Belgium into the Netherlands, France, Germany
and Luxembourg. There are no slow-down zones there. On the contrary. When
crossing into France and Germany (not certain about Luxembourg) the speed even
goes up by 10km/h.
You only notice you cross the border because of:
a) a welcome sign
b) signs with the new speed limits
c) welcome messages from the local providers on your cellphones
d) a change of quality in asphalt.
e) a dilapidated customs office
Entering the Netherlands you also nearly immediately notice a traffic jam as
well as narrower roads.
