As far as voting computers are concerarned: You replace the firmware and get
any result you want, here's a video of a Dutch voting machine getting new

What's even more disturbing isn't shown in the video: They asked the local
authorities if they could have a look at one of the machines, they got the
permission and could get it by themselves, the machines were stored unter the
staircase - unlocked in a public building. They could have taken them without
anyone asking - and probably without anyone knowing.
And the most funny thing about this: The spokesman of the manufacturing company
said that this was a very specialized machine, not a computer that could run
any program like a chess program. And here's the voting machine ready to play

Yesterday, Austria had to re-vote because the envelopes for vote-by-mail had a
glue that allowed opening and re-closing them without being destroyed.

Sometimes you don't need power, just some incompetence on the other side.
