50% is not a majority, it is a tie. A majority is anything more
than 50%.
Also, it is not best practice to count "abstain" votes as if they
were "no" votes. What they are is simply acknowledgement of the
process, not a vote. In this case where R*s are voting on up to 30
candidates, I would expect that they might reasonably be expect to
vote "YES" for those they liked, "NO" for those they
thought were not
qualified, and leave blank (i.e. "ABSTAIN") those about whom they are
ambivalent.
