R19 needs new nodes and volunteers just as much as any other region.

Of course it's important to accept a new node, however you have no idea by
the information posted so far if he's even tried to contact Matt or one of
the R19 NCs via netmail  in _his_ region.  I hope he contacts one of them. 
If his netmail isn't working, he can get help with that.
