You just create an echo area and connect with whoever is interested. That's
how echoes start.

If you want the area to be distributed on the backbone and listed in the
backbone.na file you need to add the area to the ELIST and then request the
area be carried on the backbone in the Z1_BACKBONE area.

That is the way I did it years ago anyway, AFAIK that is still how it works.

I don't know of an area like that. You'll either need to create and add a
new area or find an existing area where that would be on topic. I can think
of a few areas..

COFFEE_KLATSCH
FIDO_SYSOP
FN_SYSOP
SYSOP

And there are likely others too but I'm thinking those areas are good
targets.
