I am not so sure that she would feel greatly frustrated. The people who
were strongly "never Hillary" voters thought she wanted to radically
change the country and the world. I got the impression that she was much
more motivated to BE President rather than to DO things. She saw Bill,
and later Obama, being held back by Congress, and she knew that she would
be facing the same obstacles.
I think Trump was also driven more by ego than by deeply held policy
positions. He doesn't have any deeply held policy positions. But all
through the campaign he talked as if Presidents have absolute power.
Pence and Ryan are probably explaining to him that he is wrong about that.
