It certainly does. When crossing the border of countries within the
Shengen treaty, the speed limit goes down to 40 Mh over a two mile
stretch. ;)
Going to Britain takes longer, but you have to wait for boarding the
ferry or the train anyway. For the train (tunnel) both customs are on
the boarding side, so there are no delays at the other end.
