IT also as it comes in some cases does the same thing.
On the wife's Win 10 machine it keeps downloading an upgrade and then
saying that upgrade not allowed. 
I have done multiple tricks from the Internet and nothing has helped. 
The roll up Win 10 upgrade still fails.
