this echo is for advertising echos... requests for backbone carriage are
generally made elsewhere...

the main questions are:

  do you have the area created?
  does it have traffic?
  is it linked to other systems?

since we don't yet have a fully working echolist, that part may be skipped but
backbone systems can add areas if they like with whatever criteria they
desire... if you have the area created and active, i'm willing, as a backbone
star, to link it here... we would need to handle setting up a session between
our systems, though... you can netmail me for further if you like...
