GT Power is being developed, yes.  We're still waiting for verifiable results though.

VADV is actually not being worked on; VADV32 is a PHP "wrapper"
to allow VADV to interface with the web.

EleBBS has been dead for quite some time.

Telegard is not being worked on since the source is lost, however, there is
an "OpenTG" work-alike clone (which, honestly, isn't a real BBS
at all in the sense we're speaking of here) but it seems development's
stalled on that also.
