Do you actually *know* the differences between the DCE and DTE rates?
Just because your DTE rate (i.e. the speed between the computer and the
modem) is 19.2k doesn't mean the DCE rate (the speed between the modem
at your end and the modem at the other) is 19.2k. Most likely it's still
14.4k.
You have probably got your modem to report the DTE rate instead of the
DCE rate. And as I have written to you before: if you know a way to
speed a 14.4k modem up to 19.2k - we'd all like to know how.
