The dust inside the targets (where it's thickest) is still largely there.
Much of the dust on the ground outside is still there, a few inches below
the surface at most, just waiting to be stirred up agin by foot or
vehicular traffic (or agricultural machinery). Much of the dust that washed
into waterways ends up being used to irrigate crops and treated for
drinking water.
I'm not going round and round on the same points any more. You clearly have
no answers.
