The fact that wiring up a country costs a bit of money leaps quickly to
mind.  The Iraq power grid is all French gear.  The Russians were also
heavily invested in Iraqi civil engineering projects.

Why on earth do you assume Iraqi debt is due to weapon sales?  Maybe this
speaks more to your own twisted outlook on the world than anything that
went on in Iraq.
