Blowed if I know.  No one ever accused NetComm of ethics, or the US
Government of good sense.  Mind you, it's a bit harder to issue an
executive order to someone who works in another country.

The evidence is that USR chose to put up a non-v34+ SDL, deliberately
taking the existing v34+ SDL down, and THEN disguised it by redating the
backgrade.

Ham-handed errors - perhaps.  They were told - silence reigned, and the
duff file is still there.  Either they don't care, don't understand, or
intend.

YOU please explain.  Better yet, USR please explain.  Best of all, stop USR
from doing it..
