Volcanoes.  Given that they've got the technology, they can block up a
volcano, using the pressure of the eruption to propel them out of the
water, Using phospherous as a propellant, it is possible to propell the
ship out of the atmosphere.

Im not real sure of the physics involved, but it's basically a ship in a
cannon...albiet a really big one.
